Update May 6, 2014:
I've updated the plugin to support the player used. I've also added a number of features.
The plugin supports new options.
* The use thumbnail options are still availible.
* You can choose how many episodes display on a page.
* You can reverse the order of the episode listing.
Further, there is now a bookmark option to save your favorite shows for viewing.
I've just made this plugin for WatchCartoonOnline.com. This is my first plugin and so far most new content works. I consider this beta, so there may be some bugs. Particualarly, older videos on the site used different video players which I don't support. The author of the site also had an inconsistent way of uploading videos. Some shows have 2 episodes loaded on the same page. For now, I only play the first episode of a given page.
Also right now I'm displaying thumbnails for Catergories and Episodes by default, but this slows things down a good bit. You can disable it in settings to gain a speed up.
Try it out and tell me what you guys think.

This plugin is a channel to access the content of www.watchcartoononline.com.
It is still rather beta but it appears to work for all newer content, older
content that relied on different flash players may not work.
Usage

Tested on Plex Media Server 0.9.9.7 on Windows 7. Requires Transcoding.
Clients Tested included Plex Media Center, RasPlex, Roku, and iOS
To install copy as directed below and then restart Plex Media Server.
Windows Vista or later:
Copy WatchCartoon.bundle to C:\Users\*your username*\AppData\Local\Plex Media Server\Plug-ins
Windows XP:
Copy WatchCartoon.bundle to C:\Documents and Settings\*your username*\Local Settings\Application Data\Plex Media Server\Plug-ins
Mac/Linux:
Copy WatchCartoon.bundle to ~/Library/Application Support/Plex Media Server/Plug-ins
Issues
======
* Not All videos work, older videos using different players are not supported
* Pages where episodes are broken into parts may only play the first episode
example: My Life as A Teenage Robot
* By default Thumbnails are shown and are slow, can be disabled in settings
* No Search is provided
