How do I add a shoutcast playlist? (M3U / PLS file)?

I'm not sure why this should be so difficult and confusing.
How can I make Plex, play back from a list of Shoutcast stations in an M3U file?

My internet provider pays for and redistributes free radio for its customers.

(Those stations won't work for foreigners, they are IP locked to the ISP customers)
Regardless if they were IP locked, how does ont actually do this?
