Python scripts to limit sharing

Is there a way to insert a script into plex that will limit shares .... lets say that I share with Tom,Fred and Tony and Tom then shares via pin with dozens of others vis pin or user name it can drive my server into the dirt --- is there a way to 1 stop Tom from sharing my stuff or 2 limit my stuff from appearing on say more than 3 devices at a time that Tom has connected by pin ?
